Brooklyn-Harvard RFP

CEP Renewables, an international utility-scale solar developer, is conducting a Request for Proposal (RFP) for solar Engineering, Procurement & Construction (EPC) services for two sites in Cuyahoga County, Ohio. CEP Renewables (CEP) and Cuyahoga County are excited to find a qualified partner to build solar photovoltaic installations on top of two closed landfills.

City of Brooklyn Landfill - Cuyahoga County was awarded a Climate Pollution Reduction Grant (CPRG) from USEPA to place solar on the City of Brooklyn Landfill (Brooklyn), located at 9400 Memphis Avenue, Brooklyn, Ohio 44144.  CEP has site control for the purposes of the CPRG. Because this site is part of the CPRG, CEP must obtain formal competitive bids for any identified work greater than the simplified acquisition threshold (~$250,000) as required by the Federal Procurement Standards. The Brooklyn landfill cap consists of a 33-inch recompacted soil barrier layer with a three-inch vegetative cover, for a total of 36 inches. In 2017, the City of Brooklyn received a Rule 13 Authorization allowing the development of a 4MW-dc solar array. Phase 1 was completed in 2018 and has been operating since that time.

Harvard Rd Landfill - The Harvard Refuse, Inc. Landfill (Harvard) is located at 7720 Harvard Avenue, Cuyahoga County, Ohio. Portions of the facility are in the Cities of Cleveland, Cuyahoga Heights, and Garfield Heights. The facility operated from approximately 1949 until the 2000’s, has never been properly closed, and has a two-foot soil cap. Harvard was included in Cuyahoga County’s recently awarded Climate Pollution Reduction Grant (CPRG) from USEPA to place solar on the facility. CEP Renewables (CEP) has site control for purposes of the CPRG. As it is with the Brooklyn Landfill, this site is part of the CPRG, and CEP must obtain competitive formal competitive bids for any identified work greater than the simplified acquisition threshold (~$250,000) as required by the Federal Procurement Standards.
